
The central administration for councils and university education sectors’ technical and cultural affairs (general administration of councils’ technical affairs) announces that the Supreme Council of Universities SCU decided in its session of 21st of August 2021 to agree on the legal opinion of the legal advisor of SCU and the legal advisor of the minister of higher education and scientific research regarding setting the required regulations when promoting faculty members from abroad and who work in non-university governmental bodies inside the Arab Republic of Egypt, as follows:
First: the general rule is that the promotion rules issued by the minister of higher education and scientific research are limited to faculty members.
Second: an exception from the 1st item is academic staff of private, non-governmental and branches of foreign universities in Egypt, as well as universities and institutes outside Egypt, shall benefit from the aforementioned promotion rules according to the following regulations:
- The applicant should be a faculty member of the aforementioned bodies.
- To submit the ministerial decree of his/her appointment or the employment contract from the university approved by the ministry of higher education.
- Submitting the secondment or the full outposting proof from the place of work
- In case of working in an outside Egypt university or institute, the member must submit a notarized copy of the job contract and the certificate of the university or institute in which he works
- In case of the aforementioned entities announce vacancies as professors or assistant professors, the documents shall be sent via the regarded university or institute attached by a copy of the announcement and all required documents.
- In any case, the applicant shall not submit documents in-person to the Supreme Council of Universities. Rather, a letter must be sent from the university or institute in which he works, addressed to the Supreme Council of Universities, accompanied by all required documents.
Third: the academic member who works in any governmental university or higher institute and has been promoted according to the previous rules and is addressed by civil service law no. 81 of 2016 may not, upon his return to his work, claim to benefit from it and extend its effect to his original employer, but remains subject to the job system assigned to him.
