The Supreme Council of Universities decided, after discussing the memorandum submitted by the President of Beni Suef University, to approve the following: “Extending secondment , external leaves, and spouse’s companionship for academic staff at government universities and Egyptian institutes, and determining the premium service fee for the electronic platform related to this matter”:
First: The Ministry of Higher Education has allocated the electronic scientific platform at the Ministry to receive requests for secondment and external leaves from academic staff at universities, in accordance with the decision of the Council of Ministers in its session No. (16) held by Dr. Mustafa Madbouly – Prime Minister for October 2024.
Second: the fees for using the electronic platform in dollars for secondment, exterior vacations, and the spouse’s companions are as follows:

Third: in light of the following controls:
1-Applications for renewal of secondment or external leave of the spouse’s companion from the seventh year and above shall be submitted directly through the platform.
2-The procedures are completed by the university to which the faculty member belongs via an electronic platform (the platform transfers the request to the university for approval, and the platform agrees to provide the security survey service through the ministry).
3-The academic staff shall pay the service fee referred to in the first clause once the application is submitted through the platform, with all required documents and papers, and he shall have the right to recover this fee if the application is not approved after deducting the legally prescribed expenses.
4-After submitting the application that meets its conditions, the member is obligated to transfer the service fee in two payment orders (the first payment order is 45% of the value determined in dollars according to the university to which the faculty member is directly affiliated, and the second payment order is 55% to be transferred in dollars to the account of the Supreme Council of Universities), provided that the accounts of Egyptian public universities and the account of the Supreme Council of Universities (dollar accounts) are placed on the electronic platform.
5-The academic staff is responsible for paying all insurance premiums, all funds in which they participate, and any other legal requirements imposed by his university.
6-It is not permitted to seek presents in any form from academic staff when renewing a secondment or accompanying leave through the university.
